This new Master's degree - launching in November 2026 - develops an advanced understanding of cyber law, policy and ethics with a clear focus on how governance works in disruptive digital environments.

Throughout the programme, you'll explore real-world challenges around rights, responsibility, accountability and public interest.

How the programme works

You’ll study a series of inter-connected modules that build your knowledge step-by-step, from core foundations through to independent research. The course uses a block teaching structure so you can focus on one area at a time. Along the way, you’ll cover topics like cyber law and ethics, digital rights, cybercrime and international cyber conflict, before completing a dissertation or project.

A leadership module runs either at the start or end of your studies, giving you the chance to connect everything you’ve learned and see how it fits together. This is with a view to take the lead in cyber law, ethics and policy decisions in organisations. Teaching is shaped around real scenarios and current issues, so what you’re learning always feels relevant.

What you'll study

You’ll explore the key ideas and debates shaping cyber governance today, including digital rights, privacy, cybercrime and cyber conflict in international law. As you progress, you’ll look at how governance works across different countries and systems, and what roles governments, organisations and international bodies play. 

You’ll also build your research skills, working with a range of approaches from legal analysis to interd isciplinary methods. Throughout the programme, you’ll sharpen your ability to think critically, bring different perspectives together and make sound decisions, even when the situation isn’t clear-cut.

Careers - where can an MSc Cyber Law and Ethics lead?

The growing demand for cyber law and policy professionals - and by extension, for a Master’s degree in Cyber Law and Ethics - can be evidenced through several key trends in cybersecurity, legal frameworks, technological advancements and job market shifts. These trends point to an increasing need for specialised legal knowledge in the tech and cybersecurity sectors.

Graduates of the MSc in Cyber Law and Ethics programme will be equipped for roles in digital governance, public policy, regulation, compliance, digital rights, cyber-related research, and specialist advisory work. Block teaching is a flexible approach to learning where you focus on one subject at a time over a shorter, intensive period, rather than studying several modules simultaneously. This means you can fully immerse yourself in a topic, attend concentrated teaching sessions, and complete assessments before moving on to the next subject.

The order in which you are taught the modules depends on your start date. BMT534: Leadership and Decision Making is the first module block for September starts and the final module block for November starts.

You'll also choose one of either CLE503: Transnational Cybercrime and CLE504: International Law and Cyber Conflict.

Leadership and Decision Making (BMT534)

This module develops the knowledge and skills required to lead organisational change and make effective strategic decisions in complex and international business environments. You'll explore contemporary approaches to leadership and change management, alongside the use of financial information and analytical techniques to inform decision-making. By the end of the module, you'll be able to evaluate complex situations, formulate strategic responses, and communicate justified recommendations relevant to a range of organisational and global contexts.

Foundations of Cyber Law, Ethics and Policy (CLE501)

This module introduces you to the principal concepts, debates and methods that underpin the study of cyber law, ethics and policy. It provides the intellectual foundation for the programme by examining how law, ethics and policy respond to digitally networked technologies, cyber-related harms, the governance of information and infrastructure. It highlights some of the ethical challenges generated by rapid technological change.

Digital Rights and the Politics of Knowledge (CLE502)

This module explores the relationship between law, technology and power in contemporary digital culture. It examines how digital technologies shape the creation, circulation and control of knowledge, and how legal frameworks regulate participation, expression and access within online spaces. Key topics include copyright and human rights online, cultural appropriation in digital environments, online harms, platform governance and data ownership.

Transnational Cybercrime (CLE503)

This module examines cybercrime from both a UK and EU transnational perspectives, focusing on substantive criminal law, enforcement challenges and cooperative mechanisms that shape responses to cyber-dependent and cyber-enabled offending. You'll engage with the practical difficulties created by jurisdiction, attribution, electronic evidence and cross-border investigation. The module places particular emphasis on the UK and EU approach to transnational cybercrime regulation.

International Law & Cyber Conflict (CLE504)

You'll explore the application of international law to cyber operations, cyber conflict and broader forms of digital disruption involving states and other actors. The module considers how principles of sovereignty, jurisdiction, state responsibility, non-intervention, the use of force, self-defence and international humanitarian law may apply in cyber contexts. Fundamentally, it examines situations where a digital intrusion crosses the line from "espionage" to an "act of war", applying traditional kinetic-world laws to the digital realm.

Dissertation/Project (CLE505)

This module provides you with the opportunity to undertake an extended, independent research project in an area relevant to Cyber Law, Ethics and Policy. It enables you to consolidate and extend the knowledge, skills and critical perspectives developed across the rest of the programme by engaging in sustained inquiry into a complex legal, ethical, regulatory, technological or policy issue within the cyber domain.

Fees and Funding

Please note: this course will run over 16 months full-time and 28 months part-time if you begin your studies in January.

Postgraduate study is a significant investment, so it’s important to understand the full picture.

The tuition fees you’ll pay and the funding available depend on factors such as your nationality, location, personal circumstances and the course you’re studying. If you’re studying a postgraduate taught (PGT) degree, your fee status will be classed as one of the following:

  • England, Wales, Northern Ireland, and the Republic of Ireland

  • International

Fee Status

Your fee status is typically based on the country where you’ve lived on a regular, non-temporary basis for the three years prior to the start of your course.

Abertay Postgraduate Taught rUK Scholarship

This £1,000 award is open to all prospective new postgraduate students from England, Wales and Northern Ireland.

Abertay International Scholarship

An award of up to £3,000 per year for up to a maximum of four years, for prospective new international undergraduate and postgraduate taught students.
